Beyond the Curriculum: Rio Grande City Grulla ISD Success Story
The Effective Implementation Cohort (EIC) aimed to transform education by demonstrating the power of professional learning when tied to high-quality curriculum, specifically in middle school mathematics.
In partnership with Agile Mind, the Charles A. Dana Center offered this grant-funded program to participating school districts. Rio Grande City Grulla (RGCG) ISD, located in South Texas, emerged as a standout success.
Their story, featured in this short documentary, highlights how RGCG embraced high-quality instructional materials and went beyond implementation to achieve long-term transformation by applying what they learned to their high school as well, particularly with Algebra I teachers.

This innovative approach to HQIM implementation not only built trust, but it also strengthened collaboration between educators and administrators, empowering teachers to facilitate student-led learning with confidence.
The results were remarkable: support for first-year teachers, reduced teacher turnover, improved scores on state assessments, and national recognition at the 2023 NCSM conference. Especially notable was the experience for first-year teachers. “In their first-year teaching,” said one district leader, “they were able to surpass what we did with veteran teachers in the past!”
